Verona Chapter #1 was instituted on 28 September 1948, after over a year of discussion, correspondence, and organization.
It was first discussed at a Masonic meeting in the spring of 1947.
Neal Madson, Past Patron, and his wife, Verona G. Madson, Past Matron, of Vacaville Chapter#28, called the first meeting of a group of OES members in the Masonic Temple on 22 April 1947. Forming an Eastern Star Club, Verona Madson elected President, William Martin Secretary, and Neal Madson appointed as Chairman of the Charter Committee.
On 27 April 1947, a letter was sent to R. Donald Stewart, Most Worthy Grand Patron, International Order of the Eastern Star, requesting a petition for Letters Temporary to institute an Eastern Chapter on Guam. Spring of 1948, Guam received a letter from the Most Worthy Grand Patron requesting information about the island. Immediately after, the members corresponded with the requested information, and the Charter Petition was sent to Guam.
The petition with a check was sent to the Most Worthy Grand Patron, but it was lost in the mail. The members were determined to get Eastern Star organized on Guam, they sent another petition accompanied by a proper check back to the Most Worthy Grand Patron. Both petitions arrived to the hands of the Most Worthy Grand Patron.
The Eastern Star Club unanimously voted to name the O.E.S. Chapter on Guam, Verona Chapter #1 in honor of Verona Madson who is the first Worthy Matron, and Mother of the Chapter.
The Most Worthy Grand Patron sent the necessary papers, books, and equipment to institute Verona Chapter #1, Order of the Eastern Star located at Agana, Guam. On 12 August 1948, Verona Chapter #1 was instituted on Guam. The Chapter was operating under dispensation by the Most Worthy Grand Patron. Verona Madson and William Martin was the first Worthy Matron and Worthy Patron for Verona Chapter #1. The Chapter instituted with (72) petitioners assembled at the alter, received the obligation.
Neal Madson was appointed Deputy to the Most Worthy Grand Patron. He presided at the meeting of 28 September 1948. R. Donald Stewart, Most Worthy Grand Patron, and Mamie Lander, Right Worthy Grand Secretary signed his Commission of Appointment. The Deputy to the Most Worthy Grand Patron then approved the name Verona Chapter #1 for the Guam Chapter.
The Chartering of Verona Chapter occurred on 22 March 1949. Neal Madson, commissioned by Most Worthy Grand Patron, R. Donald Stewart to constitute and he presided at the installation of officers for Verona Chapter #1, Order of the Eastern Star, held at the Masonic Temple on Guam.
